PROBLEM:

There is a country of n houses and m bi-directional roads. We call a subset S of houses a city if every city in S is reachable from any other house in S. The funding required for a city S is equal to |S|^2. Also, we can build a new road between any two cities and the funding required to build a road is equal to c. We want to divide the country into 2 cities with exactly one road connecting these cities with minimum total funding. Note that the total funding is the sum of the funding required for both the cities and the funding needed to build the new roads, i.e. if the first city has x houses and the second one has y house and we build k new roads to achieve this, then the total funding will be equal to x^2 + y^2 + kc

EXPLANATION:

Let us call an edge connecting 2 cities as connector if it is the only edge connecting these 2 cities. First, observe that a pre-existing edge is a connector of some 2 cities if and only if it is a bridge. Also, the final graph should be connected, so we have to build k - 1 new edges irrespective of the connector, where k is equal to the number of connected components in the graph.

So first, find the minimum value of |A|^2 + |B|^2 such that

  • A and B partition the set of vertices.
  • At most, there is one edge between some vertex in A and some vertex in B.

And then add a\cdot (k - 1) to this value to get the final answer, where k equals the number of connected components in the graph.

Now, there are 2 cases to consider. The connector of the final graph, i.e. the graph we get after building new edges, is either a pre-existing edge or some new edge that we add.

Case 1: The connector is a new edge
If the initial graph is connected, any new edge can never be a bridge and hence can never be a connector. Now suppose that the initial graph is not connected. Let C_1, C_2 \dots C_k be the connected components of the graph. If A and B are the cities corresponding to final answer, then clearly either C_i \subseteq A or C_i \subseteq B for all 1 \leq i \leq k. So, partitioning of vertices into cities A and B is equivalent to partitioning of C_1, C_2 \dots C_k into 2 sets. Let us define s_i = |C_i|. The problem now boils down to finding the minimum value of the expression

\bigg(\sum_{x \in X} x\bigg)^2 + \bigg(\sum_{y \in Y}y \bigg)^2

over X, Y where X, Y form a partition of the set \{s_1, s_2 \dots s_k\}.

This is a classic Knapsack problem. But the runtime for this is \mathcal{O}(n^2) in the worst case. To speed this up, observe that there s_1 + s_2 + \dots + s_k = n. So, we can use the optimised knapsack to solve this, which is described here. Runtime - \mathcal{O}(n\sqrt{n})

Case 2: The connector is a pre-existing edge
Since a pre-existing edge can be a connector if and only if it is a bridge, compute all bridges in \mathcal{O}(n) using depth-first search. Also, for each bridge, compute the sizes of the 2 connected components that we get by removing this bridge. Suppose C_1, C_2 \dots C_k are the connected components. Consider some connected component C_i and some bridge B in this connected component. Suppose A and B are the two connected components that we get by removing this bridge. The rest of the connected components, i.e. all connected components other than C_i, should be connected to exactly one of A or B. So we iterate over all possible ways to connect the rest of the connected components to exactly one of A or B and find the minimum funding value, with B as connector edge, over all these possible ways.

Since the funding value only depends on the sizes of the cities, we can perform a knapsack on the multi-set \{|C_1|, |C_2| \dots |C_k|\} - \{|C_i|\} to compute all possible subset sizes. And then we iterate over all possible subset sizes x and find the minimum value of the expression

(x + |A|)^2 + (n - |A| - x)^2

We do this for every bridge B and take the minimum overall B. But this is very slow, to speed this up, we will use a dynamic knapsack which allows both adding an element into the knapsack and removing an element from it in \mathcal{O}(n). First, add all the values |C_i| into the knapsack. Now we do the following

  • Iterate s over all possible sizes of the connected components.
  • Remove s from our knapsack.
  • Let B_1, B_2 \dots B_r be the bridges that are contained in some connected component of size s.
  • Let S = \{x_i\} \cup \{y_i\} where x_i, y_i are the sizes of the connected components we get by removing the bridge B_i.
  • For each x \in S and for each possible subset sum v, compute the value (x + v)^2 + (n - x - v)^2 and update the minimum funding with this value.
  • Add s back into our knapsack.

The second step takes \mathcal{O}(n) and the last step can be performed in \mathcal{O}(n) using 2-pointer technique. And since there are at-most \mathcal{O}(\sqrt{n}) distinct possible values for s, the run-time will be equal to \mathcal{O}(n \sqrt{n}).

Dynamic knapsack:
Let S be a multiset that is initially empty. And for x \leq n, let dp[x] = number of subsets of S with sum equal to x. Now if we want to add a positive a into our set S, then \overline{dp}[x] corresponding to new set is equal to dp[x] + dp[x - a] with dp[y] = 0 for y < 0. Instead of creating a new array \overline{dp}, we can just update the array dp as follows.

for x from n to a:
    dp[x] += dp[x - a]

Observe that this operation is reversible, i.e. by doing

for x from a to n:
    dp[x] -= dp[x - a]

we get back the previous dp array. And this is equivalent to removing the element x. Now the dp array does not depend on the order in which we add the elements. So, if we want to remove y \in S, then we can assume that adding y into S was the last operation we did and reverse it as described above.

So, this knapsack stores the number of subsets of S with a sum equal x and supports adding an element into S and removing an element from S in \mathcal{O}(n). We usually store these values modulo some large prime as these values can be arbitrarily large.

Hi, I believe that there is something wrong with the attached setter’s solution. When I run the test case

The setter’s solution produces an output of 20, which is incorrect as the expected output is 18. The tester’s solution is able to print the correct output though. I believe that the problem with the setter’s solution is that the knapsack is not quite correct as after removing “2” from the knapsack, it is unable to detect that it is still able to form “2”. (see the below debug message that the program outputted)
