Referral Terms and Conditions (SnackDown 2019)

I am having some difficulty understanding the Referral Terms and Conditions of SnackDown.

The Link on 2019 Referral Conditions takes me to 2017 Referral Conditions, which states “One needs to be registered as a participant on CodeChef SnackDown 2016 to refer friends and colleagues.”

What does this exactly mean? Can I not refer friends if I have not participated in 2016 SnackDown? Or am I not eligible for SnackDown Goodies?

Can someone please clarify?

Seems like codechef is still living in 2017.
On ACM ICPC 2019 page press ctrl + F and search 2017, you will find one more reason.
