I wanted to know where can I find ICPC regional papers from the past years.

The problems are available there, but I doubt that the correct test files have been uploaded.

yeah, kanpur ones are still red ticked.
Amritapuri ones are good though; and put on SPOJ too (by their own setters, so maybe correct test data)
