Does anyone know that how the selection criteria for ICPC India region are decided? Last time Amritapuri selection was only rank based where as for other sites it was rank + college rank based selection. Shouldn’t the rules be same for all the regions?

Is Kolkata regional not happening this time? This time I can only find Kanpur regional instead of Kolkata-Kanpur regional.
