If anyone who has registered for a contest but has failed to attend it due to some reasons and has not done any single submission. Then does rating of that person is affected ?

Which platform are you talking about? CodeChef doesn’t have any registrations for rated contests.

No, it won’t be affected until u make any submissions, this is with respect to Codeforces and Codechef. Any other platform I dont have much idea.
I registered for Code Wars which is currently ongoing. I don’t know if it is ranked or not but it is organized by Tezpur University and also has cash prize winners.
Generally these contests are unrated.
