I am filling it from Amritapuri Region.

For Amritapuri regionals only payment link can be found here: https://icpc.amrita.ac.in/2019/online-contest/
Type the exact team name and institution name and pay online.

Have you or anyone whom you know has filled in kharagpur region?

We have made the payment about a week ago and has also send email at the mentioned email adress but it’s still showing pending in baylor site.
