According to this meta post by admin, I am allowed to comment or upvote answers even if I am a new user.
However, I am not able to upvote or comment on any question or answer right now as the forum says I do not have enough privileges.

Karma rules have changed recently and you can read The new Karma system from their blog.
You need a minimum of 15 reputations to upvote and 50 reputations to comment on any post according to new system.

How can one increase reputations…?
To increase your reputations try answer and asking good answers so that you get votes and also you answer get accepted.

Well I am also new here. I was wondering the same thing and after searching I finally found it. It’s just a great way to reduce spam for a little inconvenience, so I will support it anyhow.
