I cretae a ubuntu instance and installed apache2 , and create a sample page in var/www/html/inde.html but i am unable to access the file using the browser(used the ip provided by the instance). Does this need to have some other permissions or wat???..wasted a lot of time
Read about security groups and add some security rule which allows your networks ip to access the instance which you have created.

First, please ensure you are using public IP rather than the private IP address. Then. As @tanmaydatta mentioned, please check the security group to see if the TCP port 80 is allowed.
