I wish to prepare for the upcoming ICPC 2021, but as per the current situation of global pandemic(COVID-19), I don’t know whether it will be possible for the community to host ICPC this year or not.

well ICPC 2021 will take place or not only officials can tell that.
being such an important contest of course you should not take chances and should prepare.
I don’t see any reason why should you not prepare , even if ICPC 2021 is not hosted you will gain experience through your practice so i guess this is a win-win condition.
