the code was publicly available before the contest on a tutorials website but I forgot to provide link to website as a comment in the code.

Should I submit again?

If your code gets caught in plagiarism because of the public code.
Then just mail it to admin because that is a case of false positive as the code was on a public forum or a well known problem so that is totally fine.
