yes, you are right, this is because they can be bribed/threatened to do so. Hence they don’t allow this kind of gesture.

distinct colleges are 211 I suppose. I forgot this figure was for kolkata or gwalior though

On Baylor site, it is showing 211 but on running a script on the list of all ACCEPTED applicants the number comes down to ~190. I think the number on site also includes PENDING applicants.
I run the script on this page : (https://icpc.baylor.edu/regionals/finder/asia-kkop-2017) since this page has displayed only those team names which have been accepted and I remember that the output was < 200 .
