Who is rated in a contest?

Hello,

can somebody post a link, or tell me, who exactly is rated in a rated contest?
The ones submitting at least one AC solution?
The ones submitting any solution?
Or?

The people who have made at least 1 submission (irrespective of the result) would get a rating change after the contest ends.

Div1 users don’t get rated for submissions for div2 questions and vice versa.
