Why there is only 1 short contest in a month?
Mostly almost every where have 3 contests in a month?

Well, technically there are 2 short contests: the cook-off and the lunch-time contests. If you only care about using short contests as a training method for improving your skills then these 2 will do. If you care about a performance metric for short contests (rating), then, indeed, only the cook-off counts.

This is not the first time someone has asked for 2 cook-offs. You should read this
Please read the answer by @bugkiller and the discussion under it. Though it might not solve your question, you might get some idea why 2 cook offs are not favoured by some users.
