checking for 3 consecutive ranges wonât work. You need to check all nC3 possibilities.
If you sort all the ranges before hand, then checking 3 consecutive will work.

Make a graph among segments where edge if same velocity and overlap. Check if graph is bi partite then yes else no

What i said is for each intersecting segment, check with all intervals.
Lets say 1 lies from 0 to 1.2,
2 lies in 1 to 2,
3 lies in 1.8 to 3
So 2 intersecting intervals are 1) 1 to 1.2 and 2) 1.8 to 2
I will check for each intersecting interval with all given intervals. If count is greater than 2, will print NO. Else Yes.
Here 1-1.2 touches/lies in only 2 intervals 1 and 2.

Any decision taken in the case of SUMOR will be unfair for some part of the community for sure. The teams getting affected by the decision have their ranks below 250 (most of them) so it may be better if the cutoff for the merit of amritapuri regionals could be left as the previous year instead of reducing it so that it could balance out the unfairness of the decision taken on SUMOR to some extent.

the answer is yes. we can send 1st and 3rd in one direction and the second one in different direction.
I think it should be sufficient. Kolkata-Kanpur regionals when only taking college toppers went upto 1k ranks to fill 160 seats. I see similar in Amritapuri case as well, except a lot of high ranked teams concentrated there which makes it more probable for you to get selected.
@thor1234 - I cannot answer any query related to ICPC cause I am a participant myself. I wouldnt create this thread if I knew when the editorials would come 
. If your rank is less than 400, you have 100% chance of selection.

Is there any chance that Amritapuri may revise its selection policy ? (as in if something like this ever happened in past)
